ORDER:

A.P. Government Doctors Association has been demanding extension of

CGHS pay scales to non-teaching doctors working under the control of Director of

Health, A.P.Vaidya Vidhana Parishad and Dental Services as per Task Force

Committee recommendations and the bipartite agreement.

2. On the demands of the A.P. Government Doctors’ Association, the

Government in the G.Os.3rd & 4th read above, have constituted a Committee

consisting of Secretaries to Government of Health Medical & Family Welfare

Dept, Finance Dept, Law Dept and G.A.(Ser) Dept., to look into the demand of the

A.P. Govt Doctors Association in extending the C.G.H.S pay scale for the

Doctors working in non-teaching posts in the State. The Committee after

examining the issue and having discussions with the concerned Heads of the

Departments and nominated representatives of A.P. Government Doctors

Association submitted its report on 4.6.2008.

3. While the recommendations of the Committee were under consideration of

the Government, the A.P. Government Doctors Association has been persistently

pressing for an early decision in the matter. After series of discussions at the

Government level, the representatives of the A.P.G.D.A have requested that the

following demands may be considered by the Government to agree at the earliest:-

a) Emergency Health Care Allowance of Rs.3000/- p.m. may be provided.

b) The incentives for having acquired P.G. Degree and P.G.Diploma course

may be extended @ Rs.1500 p.m., and Rs.1000/-p.m. respectively.

c) The time bound promotions for having completed 8 years and 16 years

as the case may be considered.

4. The Government after careful examination of the Committee’s Report, and

the aforesaid discussion at the Government level, hereby sanction the following

allowances to all the non-teaching doctors belonging to A.P.M & H Services in the

State.:-

a ) E mergency Health Care Allowance of Rs.3,000/ - p.m. [[[[[[[

b) P.G. Degree and P.G. Diploma Allowance @ Rs,1500 p.m. and

Rs.1000/- p.m. respectively.

5. The demand relating to time bound promotions after completion of 8 years

and 16 years, as the case may be, will be referred to the 9th PRC for its

recommendations.

6. The orders in para (4) above are effective from 01.10.2008

7. The expenditure in this regard will be met from the following Heads of account

shown against the HODs concerned:-

8. The Director of Health / Commissioner, A.P. Vaidya Vidhana Parishad /

Director of Medical Education and Commissioner, Family Welfare, Hyderabad

shall take necessary action accordingly, and send necessary proposals to

Government in Finance (TA) Department, for issue of necessary amendments to

the Manual of Special Pay and Allowances.

9. This order issues with the concurrence of Finance Department vide their

U.O.No.9253/394/A1/PC.I/08,dt.27.10.2008
